The Port of Málaga’s Special Plan is an attempt to respond to the increasing demands of Málaga’s residents and port community, as it tries to satisfy, among other things, the following objectives:
Quay 1: Muelle Uno
In 2005, the Board of Directors of the Port Authority of Málaga granted the Administrative Concession for the construction and exploitation of a leisure centre on Quay 1 of the Port of Málaga to the company Unión de Iniciativas Marina de la Farola, based in Málaga.
The project has been created following the approved Special Plan, both from the architectural and commercial-use points of view.
On Quay 1,170 linear metres have been dedicated to a Marina for large recreational vessels up to 30 metres long.
Muelle Uno has 14,000 sqm for high-level recreational and commercial use, in which restaurants are mixed with small-scale businesses and leisure. The picture is completed by a 4,000 sqm building for cultural use.
The project includes an underground car parking for approximately 900 vehicles between Quays 1 & 2, and 150 more spaces near ‘La Farola’ (the lighthouse).
The ceilings of the premises in Quay 1 will form a new and spectacular pedestrian area on top of them, in the ‘Paseo de la Farola’, transforming the area into a magnificent promenade just 30 metres from the sea.
As a result, the project not only respects its surrounding area, but also focuses on a ‘blending in’ effect with the coastline.
The total investment amounts to some 80 million euros, with the opening having taken place in 2011 under the name “Muelle Uno ".

Quay 2: The Palm Grove
The project for Quay 2 was the result of an International Architecture Competition, whose winners were the renowned architects Jerónimo Junquera and Liliana Obal, with their project titled "The Palm Grove of Surprises".
It consists of an area intending to make its visitors feel like home, looking on the Mediterranean, with two main elements: the palm trees and a pergola located along the quay. It houses a passenger terminal for small-medium size cruise ships, two buildings for cultural use and two food premises.
The investment amounts to 27 million euros, coming entirely from the Andalusian Regional Government’s Committee of Public Works and Housing, via EPSA (Andalusian Public Land Company).
Heredia Quay
As part of the City-Port operation, a new urban facade is to be built in Muelle de Heredia, which will house a business centre in the heart of the city of Málaga.
This entails:
- Demolition of existing buildings.
- New road access.
- Construction of new buildings for offices with a gross floor area of 26,500 square metres.
- 500 parking spaces under the aforementioned buildings.
- Promenades, gardens and public squares between all the buildings.
San Andrés Platform
Also in the context of the City-Port operation, this quay, with 100,000 sqm, will be entirely transformed. Four main areas are projected:
- Marina: the new Marina will offer more than 600 mooring points for up to 15 metres long vessels, with which the Port of Málaga intends, at least partially, to satisfy the huge demand of mooring points for these vessels in the area.
- Málaga Auditorium: the Port of Málaga has provided the land necessary for this ambitious project.
- Space for cultural, research and leisure use.
- Redesigning of the port facilities in the area, that will include the construction of the new headquarters for the Oceanographic Institute.
